Provider Enrollment Procedure

Opportunities for Ohioans with Disabilities (OOD) purchases vocational rehabilitation (VR) and other services to assist Ohioans with disabilities to become competitively employed in an integrated community environment. OOD purchases these services from public and private, for- and not-for-profit businesses.

There are four classes of service providers: Vocational Rehabilitation (VR), Vision Services (VS), Waiver (W), and Other Services (Other).  Providers that sell goods and equipment are not required to register as a service provider.

 

  • Vocational Rehabilitation (VR): These providers may offer job related and other services defined in the VR Fee Schedule (OAC 3304-2-52 Appendix A).  Job related services such as: assessment, personal/work adjustment, job development, and job coaching require accreditation by either the Commission on Accreditation of Rehabilitation Facilities (CARF), the Joint Commission (JC) in the area of Behavioral Health, or the National Accrediting Council (NAC) for organizations serving the blind and visually impaired. VR providers may also offer Vision Service (VS), with proper certifications, and Other Services which do not require accreditation.
  • Vision Service(VS): These providers offer Orientation and Mobility (OM) and ADL Self Skills Training (ADL) to individuals who are blind and visually impaired.  Vision Service providers must be certified by the Academy for Certification for Vision Rehabilitation and Education Professionals (ACVREP) or the National Blindness Professional Certification Board (NBPCB).  Vision Service providers may also offer Other Services which do not require accreditation.
  • Waiver(W):  These providers do not meet OOD’s accreditation rule, OAC 3304-1-12, but have been granted a waiver by OOD’s Executive Director.  Waiver providers are approved to provide specific services under their waiver.  Waiver requests are processed once per fiscal quarter and providers are required to participate in additional trainings as determined necessary by OOD.  Waiver providers may also provide services that do not require accreditation.
    •  Employment First Program (EF) - Opportunities for Ohioans with Disabilities (OOD) will consider organizations that are currently enrolled and certified as a provider for the Department of Developmental Disabilities (DODD) in the areas of Integrated Employment (IE) and/or Supported Employment Community (SEC) for a waiver for the EF Program.  Organizations that receive an EF waiver are restricted to providing services to eligible participants of the EF Program.  If providers want to offer services to traditional VR participants they will need to meet the requirements of OAC 3304-1-12.
  • Other Services: These are providers that offer services that do not fall under OOD’s Vocational Rehabilitation, Medical, Psychological, or Dental Fee Schedules, but may still be useful to assist individuals to obtain or maintain employment. Other services do not require specific accreditation or certification. Other services may include, but are not limited to: transportation; miscellaneous training; tutoring; self-employment; technical assistance; etc.

Provider applications, other than requests for Waivers, will be processed within 45 days of the completed application. Waiver requests are processed once per fiscal quarter and applications will be processed within 45 days of the close of the Waiver period.

Your request will be processed within 72 hours and you will receive an email from AgencyIDService@ohio.gov which will guide you through the rest of the process.
