Erik Williamson, Assistant Director

Erik Williamson joined OOD in 1990. He has served the agency as a Disability Claims Adjudicator, Supervisor, Area Manager, and Assistant Deputy Director before moving to the Bureau of Vocational Rehabilitation as Deputy Director. In 2009, Erik was appointed Deputy Director for DDD. In 2017, Erik became Assistant Director in addition to his duties as the Disability Determination Services Administrator.

Erik served as President of his professional organization, the National Council of Disability Determination Directors (NCDDD), and currently serves as the immediate Past President. He is a member of the Social Security Administration’s Disability Claims Processing System Steering Committee, and previously served on their National Disabilities Issues Group (NDIG), an advisory body to SSA. In 2016 Erik received the Social Security Commissioner’s Disability Leadership Award. Erik currently serves on United Way Delaware County’s Hunger Alliance Allocations Committee, and was formerly Chair of the Allocations Committee and ex-officio Board Member.

Erik Graduated from Miami University with a BA in Sociology and received his MS in Social Agency Counseling from the University of Dayton.

 

Susan Pugh, Deputy Director of Bureau of Vocational Rehabilitation (VR)

Susan Pugh has worked in the vocational rehabilitation (VR) field since 1992. She has been employed by OOD in various capacities since 1994, beginning as a Vocational Rehabilitation Counselor and advancing to become a VR Supervisor, Assistant Area Manager, and Assistant Deputy Director for the Bureau of Vocational Rehabilitation and the Bureau of Services for the Visually Impaired. She was appointed as Deputy Director of the Bureau of Vocational Rehabilitation in October of 2009.

Pugh has a Bachelor of Science in Psychology from Bowling Green State University, a Master’s Degree in Education (Rehabilitation Counseling) from The Ohio State University and is a Certified Rehabilitation Counselor.

 

Greg Dormer, Deputy Director of Bureau of Services for the Visually Impaired (BSVI)

Greg Dormer has been with OOD for 20 years starting as a Disability Claims Adjudicator for the Division of Disability Determination (DDD) in 1998 rising to Supervisor, Professional Relations Officer, and Area Manager before moving to the Bureau of Vocational Rehabilitation BVR in 2012 to serve as Assistant Deputy Director where he has been responsible for provider management activities and Vocational Rehabilitation (VR) policy and procedure He has led field operations for the western side of Ohio and has been instrumental in the development of the VR Fee Schedule. Dormer graduated from Bowling Green State University.

 

Rhonda Tanner, Deputy Director of Division of Disability Determination

Rhonda Tanner has worked with Division of Disability Determination since 1986. She began her career as Disability Claims Adjudicator processing Social Security Disability claims for the citizens of Ohio. She has has served the agency in a variety of roles over the course of her career.  She has experience as a Disability Claims Specialist, Supervisor, Manager and Assistant Disability Administrator.  She was appointed as Deputy Director in 2019.  Tanner graduated from Slippery Rock University. 

 

 

Janine Salloum Ashanin, Deputy Director of Human Resources

Janine Salloum Ashanin photo

Janine Salloum Ashanin serves as OOD’s Deputy Director of Human Resources. Before coming to OOD, Ashanin was the Policy Development Administrator for the Ohio Department of Administrative Services. Prior to working for DAS, she was an Assistant State Public Defender.

Ashanin received her post graduate education at The Ohio State University where she received a Juris Doctorate from the Michael E. Moritz College of Law, and a Master of Arts in Public Policy and Management from the John Glenn School of Public Affairs. She brings nearly 15 years of public service experience to the Human Resource Department.

 

Kristen Ballinger, Deputy Director of Employer and Innovation Services

Kristen Ballinger serves as Deputy Director for the Division of Employer and Innovation Services. She joined Opportunities for Ohioans with Disabilities as an Assistant Deputy Director for the Bureau of Vocational Rehabilitation in 2015. 

Prior to joining OOD, Ballinger worked for the Ohio Department of Developmental Disabilities (DODD) in the Division of Policy and Strategic Direction, where she led implementation of Governor John Kasich's Employment First Executive Order. In this capacity, she was named a 2015 Employment First State Leadership Mentoring Program (EFSLMP) ambassador for the US Department of Labor’s Office of Disability Employment Policy (ODEP). Prior to her role at DODD, she worked as a Bridges to Transition coordinator for the Knox County Board of DD, and later in a statewide leadership role with the Ohio Association of County Boards of Developmental Disabilities. Ballinger graduated from Ohio University.

 

Matt Lampke, Chief Legal Counsel

Matt Lampke serves as OOD’s Chief Legal Counsel and Chief Ethics Officer.  Prior to joining OOD in 2019, Matt was General Counsel to the Ohio Ethics Commission.  In that role, he educated and advised the public on Ohio’s Ethics Laws as well as provided counsel on investigations, legislation and policy matters.  Before joining the Ethics Commission, Matt served in the Ohio Attorney General’s Office holding multiple senior positions, which included representing OOD between 2014-2016.  Matt also serves as a Lieutenant Colonel in the Ohio Army National Guard and is a veteran of Operations New Dawn and Enduring Freedom.

Matt received a Bachelor of Arts degree from the University of Dayton and a Juris Doctorate and Master of Public Administration from the University of Akron.

 

 

Maria Seaman, Chief Financial Officer

Maria Seaman joined OOD in June 2011 and was the agency’s Budget Manager for over seven years.  Maria began her career in state government in 1997 under the Legislative Service Commission’s fellowship program and remained on staff for nearly 14 years where she covered primarily health and human services agencies and legislation. 

Maria earned a Bachelor of Arts in International Studies degree from the University at Buffalo, and a Master of Public Administration degree from North Carolina State University.  She brings more than 21 years of public service experience to the Division of Fiscal Management.

 

Michelle Burk, Chief Information Officer

Michelle Burk leads the Information Technology (IT) Department as our Chief Information Officer (CIO).  She has over 27 years of experience in leadership roles within the IT profession.  Most recently, she served as CIO of the Department of Development Disabilities and was CIO at the Ohio Attorney General’s Office from 2011 to 2015. She has experience in the management, design, development and delivery of cost-effective, high-performance information technology solutions addressing complex business problems.

Michelle has a Bachelor of Science in Computer and Business Management and earned an MBA with a technology focus from Otterbein University

 

Kim Jump, Chief of Communications

Kim Jump photoKim Jump, Chief of Communications, has 10 years of experience in public affairs, communications, engagement, and public relations. She is responsible for managing the agency’s internal and external communications to a wide range of stakeholders, including consumers, employees, media, community partners, and the public. 

Prior to joining OOD in 2019, Kim was the Deputy Director of Community Engagement and Reentry for the Ohio Department of Youth Services. In this role, she led communications, engagement, and the reentry planning process for more than 400 youth released annually. Along with a team, Kim administered new partnerships to connect youth to vocational support and employment opportunities, prior to release, to help youth stay crime-free. 

Kim has presented nationally for juvenile justice and child welfare communication professionals. She holds a Master of Business Administration, with a focus on nonprofit administration, from Franklin University.

 

Vicki Friesland, Policy Coordinator

Vicki Friesland photoVicki Friesland joined OOD as the Policy Coordinator in January, 2010. Vicki began her state career in September 1978 as an account clerk with the Office of the Ohio Attorney General, Ohio Peace Officers Training Academy. She transferred to the Department of Youth Services in January 1983 where she served the agency in a variety of fiscal positions including Bureau Chief over payroll, inventory, records, purchased personal service contracts, and fiscal policy and procedures. Her career at DYS also included Bureau Chief over Personnel Services in the Division of Human Resources. Vicki attended the University of Kentucky.
