Provider Rule Update

Hello Vocational Rehabilitation Providers:

Opportunities for Ohioans with Disabilities (OOD) is pleased to announce that the update to Rule 3304-2-53, Qualifications and Standards for Service Providers and Vendors, was approved by the Joint Committee on Agency Rule Review (JCARR) and went into effect on March 27, 2022.  OOD would like to thank its providers and stakeholders for their feedback and collaboration on this rule update over the last two years.  The feedback received has had a positive influence on the rule update.

As a reminder, additions to this rule include:

  • Language regarding the process for becoming an approved vocational rehabilitation provider with OOD;
  • Provider direct service staff backgrounds check and transportation requirements;
  • Consolidation of information regarding ethics, safety, and protection of confidential personal information; and
  • Consolidation of information regarding provider support and management.

While OOD has previously communicated these changes through Provider News, now that the rule is in effect, OOD encourages providers to review the rule update online.  In the future, OOD will be performing a limited amount of random compliance checks related to background checks, as well as integrating some of these requirements into routine Monitoring & Compliance Unit (MCU) reviews.  If you have any questions regarding this rule update and how it may apply to your organization, please feel free to write to pcmu@ood.ohio.gov.
